On July 17, the General Administration of Customs issued Announcement No. 150 of 2025, deciding that starting from August 1, 2025, random inspection and testing will be carried out on some imported and exported commodities other than those subject to legal inspection in accordance with the law.

I. Key Points of the New Regulations: Expansion of spot-checked categories and intensified inspection efforts

According to the announcement, the scope of random inspection and testing of goods other than those subject to legal inspection by the customs will be significantly expanded in 2025. The main adjustments are as follows:

New imported categories

? household appliances (such as rice cookers, vacuum cleaners, etc.)

? low-voltage electrical appliances (switches, sockets, etc.)

? daily ornaments (jewelry, decorations, etc.)

New export categories

? luminaires (LED lights, lighting equipment, etc.)

? low-voltage electrical appliances

? functional clothing (sun-protective clothing, waterproof jackets, etc.)

Impact: The probability of the above categories being selected for inspection by customs may be affected, and the inspection time may also be extended as a result. Enterprises need to ensure in advance that their goods comply with national standards or the regulations of the target market to avoid risks such as port detention and return shipment.

2. Self-inspection by Enterprises: Does the product require legal inspection or random inspection?

? search the forensic directory:

? check the HS code of the commodity through the comprehensive Business department on the official website of the General Administration of Customs or the dedicated platform (such as http://www.tbtsps.cn).

? see "regulatory conditions" :

?A (import)/B (export) : customs clearance documents must be provided, that is, legal inspection must be conducted

?A+B: Inspection is required for both import and export

? No matching result (no A/B) : indicates not in the forensic directory

3. Enterprise Response: 3 Key Measures

1? ? compliance self-check

? Verify the national standards (such as GB series) or international certifications (such as CE, FCC, etc.) of the newly added product categories to ensure that the test reports, labels, etc. are complete.

? focus on: electrical safety, environmental protection indicators (such as RoHS), and the authenticity of functional claims of textiles.

2? ? supply chain traceability

? confirm with the supplier whether the raw materials and production processes meet the requirements and keep complete quality certification documents.

3? ? clearance pre-inspection

? It is suggested that high-risk goods be sent for inspection in advance and reports be issued by laboratories recognized by the customs to shorten the customs clearance time.

The new regulations send a signal that the customs will strengthen quality and safety supervision. Import and export enterprises involving new product categories must conduct compliance reviews and supply chain management as soon as possible to avoid additional costs due to delays in inspection. Pay attention to policy developments and adjust strategies in a timely manner!
